1. (1) 1" (or 1-1/4" is OK) dowel, 2' long

2. (1) Pulley (for 3/16" rope)

3. (2) Screw-eye (for 3/16" rope), more as needed to route rope to cleat

4. (1) Tie-down cleat (for 3/16" rope)

5. (1) #10 x 1-3/4" Woodscrew ("U" bracket screw-down)

6. (1) Cotter pin 1/8" dia. X 2" long

7. (1) "U" bracket to accept dowel.  Drill thru three holes, one in each segment of bracket.  The two opposing holes are for the cotter pin hold (drill 3/16"), the one in the bottom of the "U" is for the screw-down to the frame (drill 1/4").

Attach "U" bracket to inside middle (E-W & up-down) of skylight frame at opening side using woodscrew.  Drill perpendicular to axis of dowel 3/16" hole for cotter pin, 3/4" from top end. Install screw-eye into other end of dowel.  Attach pulley to center (E-W) of skylight frame-up using screw-eye, the closer to the top the better.  Attach dowel to "U" bracket using cotter pin.  Thread 3/16" rope thru pulley and tie-off at the end of the dowel.  Install cleat at convenient location.  Install additional screw-eyes to route rope to tie-off cleat.  Some minor adjustments may be necessary to facilitate fits.
